The mapDisney remarks on the site:
Buying a Disney Souvenir Quick Refill Mug at my Walt Disney World Resort for use during my Walt Disney World vacation is one of my favorite things! As a general rule, once you have purchased this Quick Refill Mug at your Walt Disney World Resort and activated it at the time of purchase, it is generally good for refills for two weeks (14 days), according to my experience. Plus, you can top them up at any Walt Disney World Resort as long as you’re within the usage period after activation. Keep in mind that these mugs are not refillable at theme parks or water parks, only at Walt Disney World Resorts.
It’s important to note that RFID-enabled Disney World “Rapid Fill” mugs haven’t been around forever (obviously, since RFID technology is relatively new).

If you own a “Forever Mug” that existed before the “Quick Fill” system went into effect, there’s technically no reason why you can’t continue to use that particular Disney World keepsake at your leisure – however, if a cast member tells you they need to purchase a new cup to align with current protocols, the fair and ethical thing would be to adhere to current Disney regulations.

mapDisney offered the following details on fountain drink refills at Disney World:
When dining at a table-service restaurant, fountain drinks come with free refills. Other beverages, such as coffee and tea, also come with refills. If you want a specialty drink like a smoothie or milkshake, they won’t be refillable. Much to my daughter’s dismay, the slush drinks aren’t refillable either. During the breakfast buffets I also received free refills of milk as well as different types of juice. During dinner, free refills of drinks like milk and juice can be hit or miss. We went to several restaurants where they were included while others added the extra drinks to our check.
Signature dining venues also offer free refills on fountain drinks. There are also several fast food places that offer refills. These restaurants will have self-serve drink stations and customers can refill their drinks as they wish.
